How it works

USC = 0.5% × first €12,012 + 2% × next €15,370 + 3% × next €42,662 + 8% × remainder (+3% surcharge on self-employed income over €100,000); exempt if income ≤ €13,000

The Universal Social Charge was introduced in 2011 to replace the health and income levies and, despite repeated promises, has never been abolished — only trimmed. It is calculated on gross income before pension contributions, capital allowances or losses, with no tax credits, which is why it bites even when income tax is low. Once total income passes €13,000 the whole amount is chargeable from the first euro. Budget 2025 cut the 4% rate to 3% and widened that band to €70,044 to track the minimum wage increase. Medical-card holders and over-70s with income up to €60,000 pay a maximum 2%, and self-employed income above €100,000 attracts an extra 3 points (11% in total).

Worked example

PAYE income of €60,000: €60.06 + €307.40 + €978.54 = €1,346 a year, about €112 a month — an effective 2.24%.
