How it works

BSD = 1% × first $180k + 2% × next $180k + 3% × next $640k + 4% × next $500k + 5% × next $1.5M + 6% above $3M; ABSD = price × profile rate (0–65%)

Every buyer of Singapore property pays Buyer’s Stamp Duty on the higher of price or market value, at tiered rates that top out at 6% for the slice above $3 million (residential). Additional Buyer’s Stamp Duty stacks on top and is the government’s main cooling tool: citizens pay nothing on a first home but 20% on a second and 30% on a third, permanent residents 5%/30%/35%, and foreigners a flat 60% since the April 2023 cooling measures. Entities and trustees pay 65%. Married couples with at least one citizen can claim an ABSD remission on a replacement home if the first is sold within six months.

Worked example

A $1.5 million condo for a citizen buying a second property: BSD $1,800 + $3,600 + $19,200 + $20,000 = $44,600; ABSD 20% = $300,000; total $344,600.

Frequently asked questions

Can I use CPF to pay stamp duty?

Yes — BSD and ABSD can be paid from CPF Ordinary Account savings for the property, though you must pay first and get reimbursed for resale purchases.

Do nationals of some countries pay less ABSD?

Under free-trade agreements, nationals and PRs of the USA, Switzerland, Norway, Liechtenstein and Iceland are treated like Singapore citizens for ABSD.
